VTS Board, Management and Team

The VTS supports the Valuation Tribunal for England (VTE) by arranging or providing accommodation, staff, IT, equipment, training and general advice.

It is sponsored by the Ministry of Housing, Communities & Local Government (MHCLG). The VTS works in accordance with a corporate governance framework and requirements laid down by its sponsoring department.

Organisation structure

The VTS Board shall consist of not less than six and not more than ten members appointed by the Secretary of State of the Ministry of Housing, Communities & Local Government (MHCLG), one of whom shall be appointed as Chair and another as Deputy Chair. The majority of Board Members must be chairman of the Valuation Tribunal for England (VTE). The President of the VTE is an ex-officio member of the Board.

Suzanne McCarthy is Board Chair, with effect from 1 February 2025.

The other Board Members are Stephen Chappell, Chiew Yin Jones, Clive Quantrill, Kevin Sadler and Sarah Guerra. The Parliamentary Under-Secretary of State for Housing and Local Government is pleased to confirm the reappointment of Stephen Chappell to the Board of the VTS ending on 2 February 2027.

The VTS appoints a Chief Executive with the consent of the Secretary of State. Tony Masella retired from this role on 28 February 2026. Lee Anderson has been appointed Interim Chief Executive.

The VTS has an office in London and employs around 63 staff who are either office or home based.

Stephen Chappell is a solicitor. He has spent the majority of his legal career in the Crown Prosecution Service (CPS). His last role in the CPS was as Chief Crown Prosecutor for CPS East Midlands. Since leaving the CPS in late 2015 Stephen has developed a portfolio career with an interest in professional conduct issues. Stephen works for the Bar Standards Board (the regulatory arm of the Bar Council) and is a Legally Qualified Chair of Police Misconduct Hearings. Stephen is also a Lay Panel Member of the Primary Care Appeals Service dealing with appeals relating to the establishment and relocation of NHS pharmacies and GP dispensing services.
In addition, Stephen has been appointed as a Lay Advisory Committee Member which recommends magistrates for appointment. Stephen is also a Panel Chair at the Valuation Tribunal for England.

Sarah recently became the first Equalities Director at the City of London Corporation. Previously the first Head of Culture, Diversity, Equity and Inclusion and a Strategic Advisor at the Bank of England and the first Director of Equality, Diversity and Inclusion at King’s College London. Sarah has wide ranging experience having worked across multiple sectors in leading organisational approaches to future workforce strategy and employee experience.

A Member of the Board of Governors at the University of Brighton, as well as a major multi academy trust in southwest London. Sarah is also the chair of the Nuffield Council for Bio-Ethics Membership Committee.

Chiew Yin Jones is a lawyer with over 25 years’ experience in criminal justice. She sits as a Legally Qualified Chair for the Police Misconduct Panel in London and the South East region, and for the General Pharmaceutical Council as a Reserve Deputy Chair.

She is also a Non-Executive Director at two hospital Trusts, and is a member of the Standards Board, Association of Chartered Certified Accountants.

In addition, Chiew Yin is a Senior Member (Chairman) on the Valuation Tribunal for England.

In addition to being Chair of the Valuation Tribunal Service, Suzanne is Chair of the National Guardian Office’s Accountability and Liaison Board, and a chair of two charities. She is also a Non-Executive Board Member of the College of Policing, the Gangmasters and Labour Abuse Authority and the Fundraising Regulator where she chairs the Standards Committee. Previously she was a Board Member of the University of London, the General Medical Council and the Advertising Standards Authority.

She was CEO of both the Human Fertilisation and Embryology Authority and the Financial Services Compensation Scheme. Her last Executive role was as the UK’s Immigration Services Commissioner.

Initially working as a lawyer, with an LL.M. degree from Cambridge, she left private practice and then lectured in law at Manchester University before going into the civil service working first at the Home Office, where she served as Private Secretary to two Home Secretaries, and then at HM Treasury.

A senior partner at Cambridge Management Consulting and Non-Executive Director for the Independent Office of Police conduct (IOPC), with previous director level roles focussed on leadership, strategy, organisational development and digital transformation.

Kevin is a retired senior civil servant whose last role was Chief Executive of His Majesty’s Courts and Tribunals Service (HMCTS), with 20 years’ experience within the justice system, leading the programmes which created both His Majesty’s Court Service (HMCS) and the Tribunal Service, and was CEO of the Tribunals Service until it merged with HMCS.  Within HMCTS he worked with colleagues to lead change and reform across the justice system and was a member of both the national Family Justice Board and Criminal Justice Board.

Kevin was awarded a CBE in 2018 for services to the administration of justice. Prior to becoming Chief Executive of HMCTS he was in charge of all operational activity and of leading the HMCTS response to the Covid 19 pandemic. Since retirement he has become a trustee of the Centre for Justice Innovation and volunteers at his local food bank.

Frazer was first appointed as a Senior Member to the VTE on 1 June 2017 and appointed as a Vice-President on 5 February 2024. Following the retirement of the President on 28 February 2026, he assumed the functions and responsibilities of the President until the vacancy is filled.

Lee started his career in local government in 1988, working for a number of years across revenues and benefits departments dealing with domestic rating, non-domestic rating, community charge and council tax.

Lee initially joined the VTS in a technical capacity as a hearing clerk. Since 2007 he has specialised in organisational management, holding a number of senior management positions. During his time with the VTS Lee has been actively involved in a number of organisational change programmes providing ongoing efficiency savings and realigning front line services to meet changing stakeholder requirements.

Lee was appointed as Director of Operations & Development in 2014. Upon the retirement of the Chief Executive, he was appointed Interim Chief Executive in December 2025.

Lee is a member of the IRRV Qualification Management Board and acts as a moderator across a number of Institute examinations. He sits on several external professional liaison groups and has presented papers at an extensive range of national conferences and seminars. He holds a degree in organisation and management, and PRINCE2 and MSP practitioner qualifications.

VTS Team

The Valuation Tribunal Service is made up of Tribunal Support Officers, Clerks and Head office staff, some of whom you will come across during the appeal process. Below you will find a short description of the types of interactions you may have with each.

Tribunal Support Officers
You will be assisted by a Tribunal Support Officer (known as a TSO) at the start of the appeal process. The TSO will:

  • answer your general queries and concerns about the appeal process
  • arrange a hearing observation (if you have requested to observe a hearing)
  • arrange an interpreter (if you have requested one)
  • help you with accessing the remote online hearing

Clerks
You will come across a Clerk at any stage of the process but normally around a week before the hearing. The Clerk will:

• answer any outstanding general queries and concerns about the hearing
• confirm your appointment time
• greet you on the day of the remote hearing
• assist the panel with technical or legal advice at the hearing
• help to draft the panel’s decision after the hearing

Head office staff
You may be assisted by a member of the Head office team at any stage of the process. Head office staff will:

• answer your general queries and help you in every way possible
• assist you with Freedom of Information Requests
• investigate any administrative complaints you may have about the service you have received (that is the service you received before and after the hearing).

None of our staff can help you to prepare your case. Nor can they tell you the outcome before your case is decided.
